    The UK, France, and Germany have formally initiated the process to restore major United Nations sanctions on Iran, reactivating provisions from the 2015 nuclear deal. The so-called “snapback mechanism” could see sanctions return within 30 days unless Iran takes steps to comply with its previous nuclear commitments. The move marks a significant escalation in international tensions over Tehran’s nuclear programme.

    In a letter to the EU’s foreign policy chief, Iran’s foreign minister asserted that the three European nations had “no legal jurisdiction” to reimpose sanctions. He added that both Russia and China supported Iran’s position. The minister stressed that Tehran was ready to resume “fair and balanced” negotiations on its nuclear programme if other parties demonstrated “seriousness and goodwill.”

    The E3 — as the three European countries are collectively known — had warned in mid-August that they were prepared to restore sanctions unless Iran agreed to a diplomatic resolution by the end of the month. In response, Tehran described the snapback move as a “provocative and unnecessary escalation” that could “seriously undermine” ongoing efforts with the UN’s International Atomic Energy Agency (IAEA).

    Negotiations over Iran’s nuclear programme have been stalled since June, when the US bombed Iranian nuclear sites, prompting Tehran to bar UN-backed inspectors from accessing its facilities. The original 2015 agreement, known as the Joint Comprehensive Plan of Action (JCPOA), lifted years-long economic sanctions in exchange for restrictions on Iran’s nuclear activity. However, the deal unraveled after former President Donald Trump withdrew the US in 2018, reimposing sanctions and prompting Iran to expand its nuclear work.

    The snapback provision allows any signatory to notify the UN Security Council if they believe Iran has significantly failed to meet its nuclear commitments. Once invoked, the council has 30 days to decide whether to maintain sanctions relief or allow them to lapse.

    In their letter to the Security Council, the E3 accused Iran of “clear and deliberate” non-compliance with the deal. They highlighted that Iran’s high-enriched uranium stockpile had “no civilian justification” and that its nuclear programme posed “a clear threat to international peace and security.” The E3 emphasized that they would continue engaging with Tehran over the next 30 days to explore “any serious diplomatic efforts to restore compliance with its commitments.”

    British Foreign Secretary David Lammy confirmed that the UK and its European partners had offered Iran an extension to sanctions relief, contingent on meeting specific conditions. “Iran has made no substantive effort to meet these conditions and consistently failed to provide credible assurances regarding its nuclear programme,” Lammy said.

    Meanwhile, Iran’s foreign ministry maintained that it had shown “utmost restraint and steadfast commitment” to diplomacy in order to preserve the previous deal and achieve a negotiated solution. The ministry urged the Security Council to reject the snapback provision but expressed willingness to engage with other council members.

    The US government welcomed the initiation of the snapback mechanism, with a spokesperson for Secretary of State Marco Rubio stating Washington would work alongside the E3 to implement it. “At the same time, the United States remains available for direct engagement with Iran — in furtherance of a peaceful, enduring resolution to the Iran nuclear issue,” the spokesperson said.

    While Western powers and the IAEA continue to express doubts over the purely peaceful nature of Iran’s nuclear programme, Tehran insists that its work is entirely civilian and that it has no ambitions to develop nuclear weapons.

    The snapback initiative is the latest development in a complex international standoff over Iran’s nuclear ambitions, highlighting the fragile state of global diplomacy surrounding the JCPOA and raising concerns over renewed sanctions and potential escalation in the region.
