U.S. President Donald Trump announced that his administration may begin sending out tariff letters to trading partners as early as Friday, escalating pressure ahead of a critical July 9 deadline for trade negotiations. The move is part of Trump’s broader push to enforce what he calls “reciprocal” tariffs on countries that fail to reach trade agreements with the United States.
Speaking to reporters on Thursday before departing for an event in Iowa, Trump said, “We’re probably going to be sending some letters out, starting probably tomorrow, maybe 10 a day to various countries saying what they’re going to pay to do business with the U.S.”
The Trump tariff letters are expected to detail new unilateral tariff rates for countries that have yet to finalize trade agreements with Washington. These rates would replace the current temporary 10% duty that has been in place since early April, when Trump first introduced his tariff plan. That announcement was followed by a 90-day negotiation period, which is now drawing to a close.
So far, the U.S. has secured agreements with the United Kingdom and Vietnam, while reaching a temporary truce with China. These deals have helped ease tensions and calm investors who were worried about ongoing trade wars.
The Vietnam deal, which Trump announced on Wednesday, sets a 20% tariff on Vietnamese exports to the U.S., and a 40% rate on goods suspected of being “transshipped” through Vietnam from third countries, particularly China. Although lower than the original 46% tariff Trump had considered, the new rates are double the temporary 10% and signal a more aggressive trade stance.
The White House has not yet published the full details of the Vietnam agreement, leaving many aspects unclear. However, markets responded positively, especially for U.S. companies with manufacturing operations in Vietnam. Share prices for these firms climbed following the announcement.
Despite progress with some countries, many key U.S. trading partners — including Japan, South Korea, and the European Union — are still in negotiations. Trump has expressed hope for a deal with India but has been notably critical of Japan, calling Tokyo a difficult partner. This week, he suggested that Japan could face tariffs as high as 30% to 35% if a deal is not reached.
“My inclination is to send a letter out and say what tariffs they are going to be paying. It’s much easier,” Trump said, indicating he would prefer to act unilaterally rather than wait for lengthy negotiations to conclude.
When asked if he was considering extending the July 9 deadline, Trump gave no indication of a delay. Treasury Secretary Scott Bessent also confirmed that the president would make the final decision, but there were no signs of an extension being planned.
The Trump administration’s latest push comes amid a broader effort to reshape global trade in favor of American industry. By using targeted tariffs, the White House aims to pressure foreign governments into offering better terms, while also encouraging domestic manufacturing and reducing trade deficits.
However, critics warn that the strategy could disrupt global supply chains and provoke retaliatory measures. U.S. allies are closely watching how the administration proceeds with the upcoming tariff letters.
