The UK’s Information Commissioner’s Office (ICO) has launched a major investigation into TikTok’s use of children’s personal data. The probe will examine how the social media giant processes the information of users aged 13 to 17 and how its recommendation system impacts young users.
Concerns Over Data Collection and Algorithm Influence
John Edwards, the UK Information Commissioner, stated that the investigation aims to determine whether TikTok’s data practices expose children to potential risks. These risks include data leaks and increased screen time, which may have negative effects on their well-being.
TikTok, in response, assured that its recommendation systems operate under strict privacy safeguards. A company spokesperson told the BBC that the platform enforces robust content restrictions to ensure teen users’ safety.
According to Mr. Edwards, TikTok’s algorithm gathers extensive personal data from user profiles, video interactions, and viewing durations. Since this data is processed under UK jurisdiction, it must comply with national data protection laws.
ICO Expands Probe to Reddit and Imgur
Beyond TikTok, the ICO is also investigating the age verification methods used by Reddit and Imgur. These platforms must comply with the UK’s data protection laws and the children’s code, which mandates minimizing data collection and prioritizing child safety.
Reddit, which recently surpassed X (formerly Twitter) as the UK’s fifth most popular platform, is under scrutiny for its enforcement of age restrictions. The platform claims that 95% of its users are adults and plans to introduce updates aligned with UK regulations.
Meanwhile, Imgur, an image-sharing platform with over 250 million monthly users globally, has yet to clarify how many of its users are in the UK. The company has not responded to requests for comment regarding its age verification processes.
Regulatory Expectations and Potential Consequences
The Information Commissioner emphasized the need for platforms to implement rigorous age verification measures. He noted that self-declaration alone is insufficient, especially for sites hosting content unsuitable for children under 13.
While the investigations do not immediately imply wrongdoing, platforms found violating data protection laws could face enforcement actions and hefty fines. Mr. Edwards reaffirmed that regulatory bodies are actively monitoring compliance and will impose consequences for breaches.
TikTok’s History of Regulatory Challenges
This is not the first time TikTok has faced scrutiny from the ICO. In 2023, the platform was fined £12.7 million for misusing children’s data. TikTok has since appealed against the ruling, maintaining that it adheres to strict safety protocols.
As the investigation progresses, it remains to be seen whether TikTok, Reddit, and Imgur will face penalties or be required to implement stricter compliance measures.
