European representatives, including officials from France, are expected to take part in upcoming talks on the war in Ukraine in Abu Dhabi. French Foreign Minister Jean-Noël Barrot confirmed on Sunday that Europe would be represented during the discussions, which are being organised through a US-led diplomatic effort involving Ukraine and Russia.

The announcement came as international efforts to find a path towards ending the conflict continued. US envoy Steve Witkoff has said that Washington plans to bring Ukrainian and Russian delegations together in Abu Dhabi on November 10 and 11. The meeting is expected to focus on the war, possible steps towards de-escalation and security arrangements that could shape the region after the fighting ends.

Barrot said France would certainly participate but did not identify the official who would represent the country. His comments suggest that European governments want a role in discussions that could have major consequences for the continent’s security. European leaders have repeatedly argued that any agreement affecting Ukraine must take their concerns into account.

The question of European involvement is important because the war has had a direct impact on the region. Governments across Europe have provided military, financial and humanitarian support to Ukraine since Russia launched its full-scale invasion. They have also strengthened defence spending and reviewed security policies in response to the conflict.

The upcoming talks are expected to address more than an immediate halt to fighting. Security guarantees, territorial questions and the future relationship between Ukraine and its international partners are likely to remain difficult subjects. Any agreement would need to address Ukraine’s concerns about future attacks as well as the positions of Russia and the countries supporting Kyiv.

The diplomatic effort is taking place while military activity continues. Ukrainian officials have reported renewed Russian attacks on energy facilities and other targets. The strikes have caused power disruptions in several areas, adding pressure on infrastructure as colder weather approaches.

Ukrainian President Volodymyr Zelenskyy has warned that Russia may be increasing attacks to strengthen its position before negotiations. Kyiv has also continued asking its partners for additional air defence equipment, particularly systems capable of intercepting ballistic missiles.

The participation of European officials could help ensure that the discussions consider the wider security interests of countries bordering Russia and Ukraine. However, the announcement does not guarantee that the meeting will produce an agreement. Differences over territory, security and the conditions for ending the conflict remain substantial.

The Abu Dhabi discussions will therefore be an important test of whether renewed diplomacy can create progress. European involvement may strengthen the international effort, but a lasting settlement will depend on the willingness of all sides to make difficult decisions and respect any commitments reached.
